Is this your first visit?

Hello and welcome to the Bilingual Service Centre (BSC). We are pleased to offer you free use of computers with Internet access and word-processing software, a printer, a fax and a telephone.

Why does the BSC offer these resources?

The BSC’s mandate is to facilitate public access to municipal, provincial and federal government information and services.

What do I have to do if I want to use a computer?

  • If this is your first visit, we ask that you go to reception, identify yourself and sign in. The receptionist will give you this information sheet.
  • Each time you come back, we will ask you to sign in and to make note of your arrival time.

Why is the BSC asking for all this information?

  • For some time now, the number of computer users has exceeded the number of workstations. In order to give everyone an equal opportunity, we are now asking for your time of arrival. As of that moment, you may use a computer for a minimum of one hour. At the end of that hour, you will have to give up your spot if anyone else is waiting. You can, however, add your name to the waiting list.
  • We ask for your name because it is the easiest way to identify you. We also use it to make a note of the persons who have received this information sheet.
  • Your telephone number is optional.
  • We ask why you are using the computer for statistical purposes.
  • Please be assured that your name and telephone number will not be given to any other parties or used for any reasons other than the ones given above.

What is available at BSC computer workstations?

  • Computers may be used between 8:30 and 4:30. At the end of the day, please finish your work at 4:25 and leave the building by 4:30 at the latest.
  • Computers may be used to search the Internet or to work on a text document, including email.
  • Text documents created by users must be saved to diskette. Users will check with reception before inserting a diskette into a disk drive. Documents saved to the hard drive will be automatically deleted when the computer is rebooted.
  • You may print a maximum of 5 pages per day.
  • BSC staff will provide basic assistance with computer and software use and Internet searches but cannot provide extensive individualized instruction unless time permits. Users will find it useful to have basic computer skills that include the ability to use a mouse and to select menu items.
  • Users should not expect the BSC to provide diskettes, pens, notepads and other such items. They should bring what they will need to do their work.

What is not available at BSC computer workstations?

  • The BSC prohibits the use of its computer search stations for illegal, unethical or criminal purposes. Civil law forbids the harassment or libelling or slandering of others. Criminal law forbids the display or dissemination of hate literature, child pornography, illicit drug literature or obscene material. Any material tending to deprive any person of his or her rights or to expose any person to hatred or affronts to human dignity cannot be displayed or disseminated at the BSC.
  • Users shall not download software, games or e-mail attachments.
  • Computers may not be used to access chat rooms or to play games.
  • Users may not change computer settings in any way or add icons to the desktop. Users must leave the computer as they found it.
  • To maintain an environment that is appropriate for all BSC users please do not display offensive materials on the computer screen (for example, profanity). The BSC reserves the right to ask users to leave sites that are inappropriate for viewing in this setting.
  • The BSC is a public place and users’ activities are monitored.

What if I want to use the fax machine?

  • The fax is available for matters relating to job searches and communication with government personnel.
  • Please don’t touch the fax machine; the staff will be happy to send your faxes for you.
  • There is a maximum of 5 pages per day.
  • We cannot send faxes out of country.

And the phone?

  • The phone is available for matters relating to job searches and communication with government personnel. It is not for personal calls. Please keep your calls short.

What are the responsibilities of users?

  • Users must abide by the BSC’s rules and procedures by using computers (and all other services) appropriately.
  • If a staff member asks you to cease an activity or leave an Internet site for any reason, you are expected to do so.

What happens if a user does not abide by the BSC’s rules and procedures?

  • Anyone who fails to abide by the rules and procedures of the BSC may be asked to leave the building. Access to computers and related ressources may be permanently suspended.
  • Appeals associated with the procedures and rules related to the Internet and other electronic resources should be submitted to the Bilingual Service Centre Coordinator.
